While our Awana Club does not do Puggles, I can give this suggestion....
Our Club sticks to school grade demarcation lines. EG: Sparks is for K thru 2nd grade, only. So we use the school-entry cut off as a guideline for Cubbies. Here, that's September 1st of the school year. If you're 5 by that date, then you may start Kindergarten. If you're not 5 by that date, then you wait for the following year.
Back that up by two years, and you have your entry points for Cubbies. If they are 3 by the school cut-off date, then they can start Cubbies. I have 4 new Cubbies this year that are 4 this year, so will only do one year in Cubbies before moving on to Sparks next year with their age group.
I think that same logic can be applied to Puggles. Back it up by another year or two (if you're running a 1 or 2 year Puggles program), and you have your entry-ages for the kiddos.
This keeps them on target for starting Sparks at Kindergarten, and not putting leaders in a position of scrambling for material when they've already done all the main curriculum because they've been in that part of the program beyond it's prescribed time frame.
